Dear Paskin,
I send you herewith redrafts of the two telegrams to Chungking which we discussed this afternoon. The first concerns real property and the second the protection of persons of dual nationality.
The latter will be despatched forthwith, since we understood that it met the point raised in Monson's letter to me No. 53821/42 of the 7th December (see last paragraph).
The new draft about real property gives the Ambassador a strong lead towards the adoption of the formula which he himself proposed in his telegram No. 1615 with or without certain suggested modifications. This we hope will set at rest your apprehensions in regard to the White Highlands of Kenya for the reasons which we discussed at some length this afternoon.
I am sending a copy of this letter to Fraser, Board of Trade, and Costar, Dominions Office.
